Scott brings over 15 years of experience in helping clients assess impacts and improve the performance of energy programs. He has a history of technical leadership aimed at improving energy program strategy and outcomes. Throughout his career, he has developed, directed, and implemented a broad range of quantitative and qualitative research. Scott has extensive experience in the planning, design, and evaluation of income-qualified energy programs, including traditional EM&V, assessment of non-energy benefits, and research supporting prioritization strategies and goal development.
